The game will take place in a version of New York State. The name of the state is unknown. I've always said it might be called New Liberty, because it looks like they are continuing the trend of "fake" cities/state names. Liberty City will be part of this state, but as we can see, there is much more to this state than just LC. Liberty City itself has not changed, aside from the obvious graphical upgrade. Now, anyone remember Shoreside Vale in GTA 3 and LCS? It had tunnels inside it's mountains, that were blocked off. These tunnels lead to the other sections of this un-named state, that LC is in. In LCS, there is a sign that says "Upstate". So we can assume that the game will take place in an entire state, which includes Liberty City. We can also assume that there will be countryside, including the mountains in LC. Don't get pissed because we're going back to LC again, there will be much more to the map. And for all you know, we might visit other cities/states/countries anyway. The Empire State Building is in the trailer, along with the Statue of Liberty, as well as various other well known New York landmarks, most of which we never saw in LC/GTA 3.
GTA3=New York City/Liberty City
GTA4=New York State/? which obviously includes NYC/LC.
LC is most likely not changing in GTA IV, we're probably just seeing what lies beyond it. There is also a lot being added to it, but the basic map design seems to be the same. Of course we're going to see new buildings like the Empire State Building, but that's just because many of the taller buildings in GTA 3 where throwaway's, and most of them were not even complete models, nor were they fully solid, so thats why they did that. They patched up the incomplete models by replacing them altogether, and creating new connections to NY in the process. What else is in this state? We can tell there's a GTA version of the Statue Of Liberty, a funpark including a rollercoster, and much more. These are all most likely outside of LC, not part of it.

Date
The game will most likely take place in the present, with many of the vehicles looking quite modern, including a BMW look-alike and Japanese sports cars you'd see in a Midnight Club game. Vehicles are highly detailed, many of which are very recent looking, 2006-2007.

Characters
The trailer is narrated by a presumably Russian character, whose background seems to deal in heavy crime, including selling human slaves and murder. Who would have guessed, eh ? It is not known if this will be the main character of the game.

Universe/Place In Timeline
Like I said a million fackin' times, GTA IV will not take place in a new universe. R* never said that, and this trailer proves my point. If you look closely, you will see at least two adverts from previous GTA titles. A Burger Shot poster, and a Cluckin' Bell sign. And LC itself looks exactly the same as it did in GTA III and LCS, but of course there's new signs and adverts, and it's more high-poly/hi-res textured, but it's still the same thing. The game will most likely be a sequel to GTA III, well, that's why it's called GTA IV, eh? I'm pretty sure it'll pick up sometime after GTA 3, a few years most likely. Wonder whose running the Leone's now, eh?
Screenshot Comparisons/Map Areas
In GTA 3(2001), there is a church to the right of the entrance to the advert filled area:

In GTA 4(presumably 2007 or at least after 2001) there is not a church anymore, it is replaced with a new building that is covered in adverts:

Here is that intersection of ads in GTA 3(2001):

Same intersection years later in GTA 4(2007 possibly):

The roads are not really different, neither are the placement of the buildings. There's just a lot of new buildings covered in a lot of signs/posters than there was in GTA 3.
Here's the blocked tunnels in GTA3, in Shoreside Vale, and the surrounding mountain area:

In LCS, the tunnel entrances are open, and you can drive into a new tunnel. It loops to the other tunnel entrance near the Dam. In this tunnel, there is another entrance to yet another tunnel, but it's blocked off. Above it, a sign says "Upstate". So I'm thinking you will drive through here in GTA IV, and explore the rest of the state, seeing what is beyond Liberty City.
Overhead Aerial View of Liberty City, including uncharted terrain:

I think the area beyond this huge grassy ridge is where we'll be visiting in GTA IV, that's probably where a lot of the stuff we saw in the trailer is located.
Well keep this bumped and please rate good, I will update date this with video/pics and more information as soon as various servers are back online. Because the R* and Gametrailers and Team XBox servers alone are totally screwed.
